Criteria for Hyperlinking to and from the FCRO Website
General Information
The Foreign Credentials Referral Office (FCRO) website provides authoritative, current information on foreign credentials assessment and recognition for internationally trained individuals and Canadian employers. In general, the FCRO website provides links to the websites of organizations that feature relevant, accurate information related to the vision, mandate and activities of the FCRO.
If you would like to request that the FCRO website provide a link to your website, please review the following criteria before submitting your request. Decisions to post links on this site will be subject to this criteria.
The FCRO reserves the right to refuse to post a link, renew a link or terminate an existing link without prior notice.

Hyperlinks from the FCRO Website
An organization wishing to have the FCRO website link to its site should meet the following criteria.
- Credibility
- Name of organization and contact information are clearly stated on website.
- Organization provides evidence of authority on subject (e.g. partnerships in the community, testimonials from clients, awards or other recognition, etc).
- Website is appropriate in content and/or affiliations.
- Organization’s mandate in developing or sharing information is clear.
- Website does not present bias or conflict of interest (e.g. organization telling user that only their service or information is valuable).
- Website explains why organization collects or requests information about user, if applicable.
- Privacy guidelines are clearly stated.
- Website contains clear statements on use of information.
- Any fees associated with use of the resources on the website are clearly explained.
- Relevance
- Content of website relates to issues of foreign credential recognition and the integration of immigrants into the labour market.
- Website has original content. It does not solely link to other websites and does not only duplicate information on FCRO website.
- Information is presented within a Canadian context.
- Timeliness
- Information is reviewed and/or updated often.
- Information that is only valid for a short time is marked clearly as such.
- Comprehensiveness
- Website presents an array of information, suggestions and resources.
- Provision of navigation back to the FCRO website
- Website does not block the user’s return to the FCRO website by using embedded code or other techniques within the linked page that prevent the use of the “Back” button.
- Compliance with the laws of Canada
- Website complies with laws governing copyright, privacy, etc.
In addition, the website should not provide unfair competitive advantage
- Website does not provide endorsements of third-party interests.
- Any commercial links and/or sponsorships that exist on site are clearly stated.
- Sponsorships/endorsements are separate from the content related to foreign credential recognition and labour market integration information.
Hyperlinks to the FCRO Website
All sites to which links are created on the FCRO website are requested to provide reciprocal links to FCRO (http://www.credentials.gc.ca/ and/or http://www.competences.gc.ca) on their website.
Sites wishing to add a link to the FCRO website do not need to request permission to do so. We do, however, ask that you follow these linking practices:
- Links created to content on the FCRO website will not imbed FCRO content within the site creating the link and will ensure that credit for the content is given to the FCRO.
- The links provided respect the Copyright Notice that governs materials published on the FCRO website.
- If possible, the following text should be included if/when introducing the FCRO site:
“The Foreign Credentials Referral Office (FCRO) provides information and referral services to internationally trained individuals who want to work in Canada. It also provides path-finding and referral services to immigrants. These services are offered overseas and in Canada to help immigrants apply their skills and credentials in the Canadian labour market.”
- No Government of Canada logos or trademarks can be used in the link without the permission of the Government of Canada.
