The Government of Canada works with the provinces and territories, and provides leadership to support the development of consistent national approaches to foreign credential recognition to fully integrate internationally trained workers into the labour force.
While the Government of Canada regulates certain industries, such as banks and transportation, it does not actually assess or recognize international credentials, qualifications or experience.
The Government of Canada’s Foreign Credentials Referral Office provides information, path-finding and referral services on foreign credential recognition. Foreign credential recognition (FCR) is an ongoing priority of the Government of Canada and has grown in significance over the last decade.
The Pan-Canadian Framework for the Assessment and Recognition of Foreign Qualifications is a joint commitment by federal, provincial and territorial governments to work together to improve processes for assessing and recognizing foreign credentials in Canada. Through the Framework, governments agree on the ideal steps and processes to address gaps in immigrants’ successful integration into the labour market.
